This report is drawn from a literature review, meetings with families and patients with learning disabilities and focus groups with health and social care staff.

It identifies key patient safety issues for people with learning disabilities which are:

• Inappropriate use of physical intervention (control and restraint)
• Vulnerability of people with learning disabilities in general hospitals
• Dysphagia
• Lack of accessible information
• Illness or disease being mis-diagnosed
